During his tenure he introduced a program of comprehensive national health insurance, known as Seguro Popular, which expanded access to health care for tens of millions of previously uninsured Mexicans. He also was a senior fellow in the global health program of the Bill & Melinda Gates Foundation. NIH Director Francis S. Collins will deliver introductory remarks at the Barmes Lecture. Dr. Collins has identified global health as a top priority and has singled it out as one of the five areas he wants to focus on during his tenure. The annual Barmes Lecture honors the late David E. Barmes, special expert for international health at the NIDCR. Prior to joining NIDCR, he served in senior management positions related to oral health, health promotion, and non-communicable diseases at the World Health Organization in Geneva.
